How would you like to limit the number of Gas Stations and Hair Salons in a City? This method of managing businesses is not user friendly because you will create long lines at the existing business giving an advantage to the lucky few. Placing a limit on the number of Businesses is against Free Market Capitalism let the strong survive principle. Therefore instead of limiting the number of businesses, you want to license them and let competition dictate the market.
An acceptable ordinance is one where everyone can agree on, therefore the issue must be put on the ballot in November so that the people can choose. Drive through service, security, and hours of operation all should be specified on the license with a nominal fee of $10,000. A monthly operational fee of $1000 a month or tax of %10 with funds going toward opening recreation centers in neighborhoods by restricted funds will give back to the city improving the quality of life.
